3. Technical programme managers shall assign appropriate distribution declarations to technical documents produced in their programmes in order to control the secondary distribution of those documents. While distribution claims seem overwhelming, at their core, these technical documents simply provide a standard framework for managing, sharing, and distributing technical documents in accordance with DoD policies. Because different types of products, proprietary information, and technologies are subject to different regulations, companies must comply with the operational use permitted under certain sales statements. One. Distribution declaration X shall be used for non-classified documents if distribution information B, C, D, E or F does not apply, but the document contains the technical data explained in point (c). b. Where the technical information is not in the form of an ordinary document (such as this Directive) and does not have a cover page or title (e.g. forms and layouts), the corresponding distribution declaration shall be stamped, printed, written or otherwise affixed in a conspicuous manner.

(1) The distribution statement shall appear on each title page, title page and Form DD 1473, “Report Documentation Page”. c. This declaration shall not be used for previously classified technical documents, unless such documents have been published in accordance with footnote (f). One. This declaration may be used for unclassified and classified technical documents. 4. DISTRIBUTION DECLARATION D. Each inspecting DoD office shall establish and maintain a process for reviewing technical documentation, for which it is responsible, in order to increase its availability when circumstances permit. The controlling DoD office obtains the public release requirements in accordance with reference (f). When public release is obtained, the DoD Control Office assigns Distribution Statement A, cancels any other distribution statements, and notifies the appropriate document processing facilities. One. The following statements and distribution notices may be used in Department of Defense technical documents: “Approved for public release; Unlimited distribution. » 2. The Restricted Rights Statement will remain in effect until amended or cancelled in accordance with the terms of the Agreement or with the consent of the Contractor, and until the controlling DoD component notifies the recipients of the document that the Statement may be amended or cancelled. Once the declaration has been withdrawn, the distribution, disclosure or dissemination of the technical document shall be governed by its security classification or, if it is not classified, by the corresponding declaration under this Directive. 1. All DoD components that produce or are responsible for technical documentation determine their distribution availability and mark them accordingly prior to primary distribution.

Documents recommended for publication must first be reviewed in accordance with DoD Directive 5230.9 (footnote (f)). b. The reasons for assigning distribution statement B are as follows: a. All technical documents newly prepared by the Ministry of Defence receive the distribution declaration A, B, C, D, E, F or X (see appendix 3). 8. Export Control Warning: All technical documents containing export-controlled technical data must be marked “WARNING – This document contains technical data that is prohibited from being exported by the Arms Export Control Act (22 U.S.C., SEC 2751, et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., is restricted. 2401 et seq. Violations of these export laws will be prosecuted. Release in accordance with DoD policy 5230.25.

If it is not technically feasible to use the full declaration, a short label may be used and a copy of the complete declaration of the “Notice of Release with Export Controlled Data” required by DoD policy 5230.25 may be added (Reference (c)). “But what about those annoying distribution statements we`ve seen on U.S. government demands?” Good question! DoD distribution instructions are labeled A, B, X, C, D, E, and f and reflect the critical technology controls they contain: b. Technical documents containing this statement may be made available to the public and foreigners, companies and governments, including adversary governments, or sold and exported.
